This department is responsible for developing and coordinating the Ministry's policies toward children and youth, including subsidy programmes to benefit children’s and youth organizations, international youth exchanges and services for children and youth in urban environments.

The department administers the following laws:

§ Act relating to adoption
The department is responsible for issues relating to the United Nations Convention on the Rights of the Child and the development of Norwegian child welfare and adoption policies. It is also responsible for child-welfare agency management at the national level and for administering laws and regulations related to children and youth.
