usage:
java -classpath PATH/TO/dtdgen.jar DTDGenerator PATH/TO/all_fkvnob.xml > dict_fkvnob.dtd

caveat:
 - the input file needs to have the correct pointer to DTD, CSS, etc.
 - otherwise you can just deleted the lines containing them:
