About the Ministry of Justice

The Ministry of Justice was established in 1818. The Ministry has approximately 400 employees divided between nine departments, the Minister’s office and the Press Office.

The main purpose of the Ministry is to provide for the maintenance and development of the basic guarantees of the rule of law. An overriding objective is to ensure the security of society and of individual citizens.

The Minister of Justice is the head of the Ministry, and its political leader. The Minister has currently two State Secretaries and a Political Adviser, who are all political appointees.

The highest ranking permanent official is the Secretary General, who leads the Ministry’s administration. Each of the seven departments and the Analysis Unit is led by a Director General.

 

The main tasks of the Ministry:


1. Secretariat for the political staff
- prepare cases for the Government, the King in Council and the Storting
- help to carry out the policies of the Government

 

2. Management of agencies
- development of and contact with external agencies and the courts

 

3. Administration
- responsibility for administrative tasks that affect individuals, companies, institutions, municipalities and government agencies
- service to the general public

  • security and the rule of law
  • openness and democracy
  • executing the tasks of the Criminal Justice System and providing service to the public

Departments

Civil Affairs Department

The Department of Civil Affairs has a broad field of activity that primarily concerns the rights of individual citizens.

Correctional Services Department

The Correctional Services Department administers the Norwegian Correctional Services. The main tasks of this Department are to act as a secretariat for the political leadership, to work on proposals towards the Parliaments budget proposition, to form policies, laws, regulations, and central guidelines, as well as co-operation with other ministries.

Department of Crisis Management and Security

The Government Emergency Support Unit is the permanent secretariat for the Government Emergency Management Council, and supports the Norwegian Government and Ministries in their crisis management.

Legislation Department

The Legislation Department is the legal expertise department serving the Government and the central government administration.

Migration Department

The Migration Department is responsible for formulating and coordinating legislation and policies on immigration, asylum seekers and refugees.

Planning and Administration Department

The Planning and Administration Department is the Ministry’s administration and operations department with responsibility for pay and personnel policy, coordination of work on the budget both in the justice sector and internally.

Polar Affairs Department

The tasks of the Polar Affairs Department are the matters dealt with by the Ministry of Justice concerning the Norwegian Arctic and Antarctic polar regions including the administration carried out by the Governor of Svalbard, preparation of the annual Svalbard budget and coordination of the Polar affairs of the central government administration.

Police Department

The Police Department and the Directorate of the Police constitues the central authority for the police. The Police department is administratively responsible for the Superior Prosecution Authority and the Military Disciplinary Authority.

Press Office

The Press Office works as the information adviser for the political and administrative management, as well as for the nine departments.

Rescue and Emergency Planning Department

The Rescue and Emergency Planning Department is the superior authority to the Directorate for Civil Protection and Emergency Planning (DSB).
